was notorious for producing forgeries, he also produced philatelic covers with genuine franking.

 1927 (12 Nov) Certificate of posting for a letter from Ulanbator to England by I.M. Chtabinsky, f.w. Mongolian 3rd issue 10m. It stated that the addressee was the Shriro Brothers, London. I.M. Chtabinsky is believed to have
been acting postmaster at Ulanbator PO and he is notorious for producing many revenue stamp ovpt. "POSTAGE" forgeries. Illustration fig. 157, p. 221 in "The Postal History of Mongolia 1841-1941" by W C Hellrigl.
