1328 imageThe following five lots, sent between G.B and India, were diverted from the intended Marseille route to the more expensive Brindisi route when the Marseille route was closed due to the Franco-Prussian War, announced in a London G.P.O notice of October 21st. Underpaid mail in transit or sent before the public were informed of the route and rate alteration was charged with the single deficiency, 3d on fully paid letters under ½oz. Explanatory handstamps for use on such letters were proofed on October 26th. The British public were informed of these changes more quickly than those in India, Australasia and the Far East, and mail from G.B with this handstamp is therefore very scarce, only occurring until the first week of November, whilst underpaid mail from India continued to be received until the end of November, with Far East and Australian mails received well into December. 1870 (Oct 8) Cover to Wales endorsed "via Bombay and best route open", franked 8a + 8p cancelled by a very scarce undated type 9 duplex "WORKING PARTY / 313", used in 1870 for working parties of soldiers involved in road building and construction between Murree and Abbotabad (see lot 1303), the recipients endorsement showing the letter was written at Camp Bagusta on October 8th. Handstamped boxed "INSUFFICIENTLY PAID / FOR BRINDISI ROUTE / DEFICIENT POSTAGE / d3", reverse with crest of the 23rd Pioneers and datestamps of Murree, Rawalpindi, Bombay (Oct. 15) and Cardiff (Nov. 7), minor edge faults, very scarce.
