Hull Wilson which later defaulted in 1919, unable to sell the stamps at close to face value the bank obtained some kind of rouletting wheel and applied the private "perforations" to these sheets so they could be used or sold as postage to help recoup the losses from the defaulted loan; signed Herman Hearst Jr. and accompanied by 1989 PF certificate; ex-"Villanova" Collection, Agris. New, Postmaster General, few spots of toning on the reverse of the 2c not affecting the front or the proof, very fine and handsome pair of proofs; Harry New was not Postmaster General when this issue was proposed, Albert S. Burleson was the Postmaster General who approved the designs, accompanying is a photocopy of a letter of Harry New on official stationery dated February 19, 1929 explaining the history of this issue and the origin of these proofs, stating in it that the approved designs were being held in the vaults of the Bureau but that he had ordered five sets to be printed and that was the origin of these proofs, it is interesting to note Brazer lists control number 661396 on a 2c he had seen, which would have been produced in 1913 and would have been on India, whether the 5c exists thus is not known, by virtue of when these were printed they are on wove; a very rare and interesting set; C.A. Huston is presumed to have been the designer; control numbers 158151, 158147 respectively (1929); ex-Livingston. (Image) $8,000.00
