574 c 29 image29: 15¢ grey violet STRIP OF THREE tied by Montreal 21 MR '70 Berri duplexes to folded letter to PARIS, FRANCE, with red London PAID 4 AP transit, 5 Avril French Pas de Calais receiver and manuscript notation upper left 'Per Mail via U States', all on front. A fascinating RATE COVER which demonstrates the difficulties encountered by postal authorities when calculating the correct rates for Foreign Deliveries, and as no Canadian postal rate tables survive for the Feb 9 through July 1, 1870 period, the rates must be inferred, and partly based on previous or subsequent treatment of the British charges. The new single rate may have been 12¢ per ¼oz, and the ½oz rate either 24¢ (or reduced similarly as before to 20¢), unevenly progressing by ¼oz increments to a total of 45¢ for 1oz (including forwarding fees), or it may be the earlier 46¢ for 1oz rate (40¢ plus double the 3¢ per ½oz forwarding charge, underpaid by 1¢) or the later 44¢ for 1oz through New York (40¢ plus 2¢ per ½oz forwarding fee, overpaid by 1¢). The letter was likely carried on the Cunard Line's 'Scotia' (left New York 24 March, arrived Liverpool April 4), one stamp affected by filing crease, a wonderful TREASURE and a vitally important and UNIQUE RESEARCH & DISPLAY PIECE, with 2002 Greene Foundation certificate.
