CONGRESS: Cover with its original letter, with corner card and lettersheet of the Congress, sent to Peru on 14/AP/1939 franked 75c. with commemorative stamps and special postmarks of the post office at the congress. The text of the letter is partly
personal. A Peruvian delegate by the surname of Cáceres writes to his wife and tells her that he does not know the date of his return, as they did not yet know when the Congress would be adjourned and he was required to remain in order to sign the
