1864-1866 "Eagles". Jalapa. 1r. Blue (Fourth Period, 42-1865), 4r. Green and 8r. Red (Third Period, 230-1864), on a spectacular registered cover front from Jalapa to Veracruz dated 1865 (March 18), with the 8r.
tied by c.d.s., while the others bear untied large-number postmarks, indicating a 13r. franking. It paid 8 reales for the flat registration rate, and 5r. for 1 ounce above the ¼ ounce covered by the registration fee, beyond 16 leagues. Small tears in
the periphery, but a very colorful item, with an unusual and scarce rate. Registered mail from this period survives almost exclusively as fronts: postal rules required the addressee to sign the cut front as proof of receipt, after which it was
returned to the office of origin, held for two years, and destroyed, hence the rarity of surviving examples. Probably only fifteen to twenty registered mails survived from this issue, and this is among the most spectacular. In addition, only four
hundred 4r. and two hundred 8r. stamps were issued in that shipment. Cert. MEPSI (2026). NF $462 for off-cover singles. Scott 21, 24, 25a.
