262 image1890 NEW-WESTMINSTER TARGET CANCEL NW-24A (reported OCT9'1890), 18 mm brass target cancel with a distinct 4.0 mm inner circle, on #41 franked cover with the earliest reported date of OCT9'1890, addressed to Doctor William DeWolf-Smith in NEW-WESTMINSTER but posted outside the drop letter boundry and did not qualify for the 1¢ drop letter rate, DeWolf-Smith was the first physician in the Fraser Valley, was the New Westminster health officer, the surgeon for the BC Penitentiary at New Westminster, an important New Westminster historian, a prominent mason, and owned one of the first automobiles imported to BC, the lot includes a block of 6 Small Queen stamps #41 with 6 strikes of the same target cancel (ex-Wellburn), VF scarce target cancels ($200+ US) (Image) C$250+

266 image1891 NEW-WESTMINSTER TOWN CANCEL NW-28A (reported JUL23'1890-MAY4'1894), 18 mm brass cds ties #41 on cover dated NOV14'1891and addressed to Dr. William De-Wolf-Smith in NEW-WESTMINSTER, the letter did not qualify for the 1¢ drop letter rate as it was posted beyond the drop letter boundary, the town cancel was previously not permitted for canceling stamps, due to growing letter volumes the New Westminster office would have to either hire more staff or invest in duplex handstamps, the third option was to replace the two step process of using corks and town hand stamps by just using handstamps, this worked up to 1898 when duplex cancels were finally purchased, the lot includes a De-Wolf-Smith biography, a VF cancel ($35+ US) (Image) C$50+
