According to Linn's Philatelic Gems (Vol. 2), the Mexican government provided each of the 56 districts with a handstamp bearing the district name. After the French invaded Mexico in 1863, the Mexican government retreated first to Saltillo and then to Monterrey. Very few were used from either Saltillo or Monterey, which accounts for their great rarity. (Image)
