Manuscript rate on undated (but likely 1780) folded cover addressed to "The Managers of the United States Lottery Philadelphia," manuscript "133.8" dwt rate (40-times the 3.8dwt single rate, or possibly 20-times the double rate), additional notation "19 -1/3 dollars rec'd by P. Baynton" by the Philadelphia Postmaster which may represent commission from lottery sales, some wear, Fine and rare high-rated cover to the U.S. Lottery, which was one of the mechanisms used to help pay for the Revolutionary War, examples of mail related to its operation are elusive, the added aspect of this being a likely 40-times rate cover (in effect only from May 5 to Dec. 12, 1780) makes it even more desirable (Image)

Signer of the Declaration of Independence (the sole Catholic Signer), delegate from Maryland (Continental Congress, 1776-78), United States Senator from Maryland (1789-92), autograph letter signed "C. C. of C." and datelined "Annapolis 1st Dec. 1790", Carroll's letter is written on the inside of a folded letter sent to him from Baltimore, clear strike of "Baltimore, nov 28." straightline handstamp, addressed "Honble. Charles Carroll of Carrollton Esq., Annapolis," receipt and answer docketing on flap also in Carroll's hand, some tape stains from split reinforcements, Very Fine, Carroll was the last living Signer (he died in 1832), so free franks are known from him late in his life, this earlier signature during his term as a U.S. Senator is more elusive and desirable (Image)

Marshall" with red manuscript "Free" and "Department of State" on folded cover to Baltimore Md., "Wash City Aug. 17" circular datestamp, Aug. 16, 1800 docketing on flap, small tear at top and faintly toned file fold, Very Fine and scarce free frank from John Marshall as Secretary of State, Marshall held that office for a relatively brief period of time, serving from June 6, 1800 to March 4, 1801, he was sworn in as Chief Justice of the United States Supreme Court on Feb. 4, 1801, though he continued to serve in dual capacities, maintaining his post as Secretary of State until the Adams Administration ended on March 4, 1801 (Image)
