This cover was sent only one week after French postal regulations began to allow covers to the United States to be prepaid with postage stamps. The nine copies of the 1fr Carmine paid six-times the rate for French inland and British Packet postage (1fr50c per rate) (Image)

This outstanding cover demonstrates the non-parallel weight progressions in France and the United States. While it was prepaid for the quadruple rate via British packet (50-centimes French inland plus 10-decimes British sea postage per rate), it was only rated as a double-rate cover in the U.S. (Image)

This cover was franked for the double 50-centimes uniform French inland postage plus 10-decimes discriminatory sea postage, despite carriage by American Packet. It was carried on the Collins Line steamer Baltic, departing Liverpool Dec. 14, 1850. The mails were unloaded at Provincetown on Dec. 29 and taken to Boston. The cover arrived at New York on Jan. 1. The discriminatory sea postage charge made this route expensive and this example with a strip of three of the 1fr 1849 Issue is rare (Image)
