VERY FINE USE OF THE 2-CENT LITHOGRAPH ON A CIRCULAR FROM THE CONFEDERATE JUSTICE DEPARTMENT REALTED TO CONFISCATION OF UNION PROPERTY IN THE SOUTH.
The circular relates to sequestration of property of "alien enemies". According to Wikipedia, the 1861 Sequestration Act was an attempt to garner resources for the Confederate government and "provided for confiscation of all Union 'lands, tenements, goods and chattels, right and credits' and the transfer of debt obligation on the part of Confederate citizens from Northern creditors directly to the Confederate government." Wade Keys was Assistant Attorney General and twice served as Acting Attorney General, in 1861 and from 1863-64, during vacancies of the permanent appointees.
