FINE. A RARE ORIGINAL-GUM EXAMPLE OF THE FRENCH CONGO 1891 5-CENTIMES ON 1-CENTIME RED SURCHARGE.
The first stamps of French Congo were made by surcharging French Colonies stamps. It was decided to surcharge 3,000 1c stamps with a 5c overprint. The first sheet was surcharged in red, but the impression was determined to be unsatisfactory. The remaining 2,900 stamps were overprinted in black, creating Scott No. 2. Since the red overprint were the first to be printed, the vast majority were used, leaving only a handful of original gum examples surviving today.

FINE. ONE OF ONLY THREE KNOWN UNUSED EXAMPLES OF FRENCH CONGO 1900 5-CENTIMES ON 20-CENTIMES RED ON GREEN.
This stamp was a provisional used in Brazzaville for only four days, July 9-12, 1900 due to a shortage of 5c stamps. Three-hundred 20c stamps were surcharged 5c and given to the postmaster. The unused stamps were not available for purchase, as they were applied on envelopes by the postmaster. A small number were used in the four days, and then a new supply of the regular 5c stamps arrived. After July 12, the remaining 5c provisionals were burned. It is unknown how these three unused examples escaped destruction (perhaps they were retained by the postmaster). An important stamp for the serious collector intent on someday completing a French Colonies collection in unused condition.

Like the stamp offered in the previous lot, this was provisionally issued on July 9, 1900 due to a shortage of regular 15c stamps. They were available for only four days, and not obtainable as unused stamps over the Post Office counter. They were applied to outgoing envelopes by the postmaster. Nine-hundred 15c surcharges were produced, but like its 5c counterpart, all unused examples were destroyed after July 12. And, just like the previous stamp, only three unused copies escaped being burned.
Both the Scott and Yvert catalogues assign a slightly higher value to the 5c Provisional in unused condition, though both are equally rare. This may be because the 15c was produced in a larger quantity, or because more 15c stamps exist in used condition. In terms of rarity and availability, the unused stamps should really be valued the same.
