A review using Power Search located only one other cover franked with the 10c "Ten" Issue and a railroad cancel, and it was not tied.

The use of English stationery with an 1862 watermark in the Confederacy in 1863 suggests that this might have originated in New Orleans and was carried to Mobile by the Louisiana Relief Committee, although there are no forwarding markings present to confirm the origin. (Image)
