A UNIQUE SET OF PROOFS.

Some time in the early 1930s, a complete set of special die proofs of all 413 designs that had been produced for the 1915 Panama-Pacific Exposition, was traded to Hugh M. Southgate, a well-known Washington D.C. dealer, in exchange for items missing from the National collection. The were printed on wove paper and all had a blue control number printed in the margin. For the 1915 Panama-Pacific Exposition, the Post Office Department decided to prepare a display showing an example of every United States design printed from 1847 to 1915. Accordingly, proofs of of 413 different designs were made. While, officially, only two sets were prepared, it is accepted that from three to five examples of each design were produced. (Image)
