The cover was overweight. The 1 shilling 6d on the cover was insufficient postage. The correct rate was double the 1840 to 1 January 1868 rate of 1/- for ½ oz. The UK-USA Postal Convention of 15 December 1848, states that a partially paid letter was to be considered as wholly unpaid. Thus the cover was charged twice the 1/- postage (48 cents US).
