Holland stayed neutral during World War I. As a result, by January of 1916, 80,000 Belgian refugees had entered the country. To appease German censors and in an effort to control the flow of mail, the Dutch issued a special stamp for the use of internees, with the intention of changing the design monthly. The first issue was a disaster, however, because the German censors, who considered the adhesives large enough to carry hidden messages underneath, returned all mail rather than having to look under each stamp. A second stamp, designed and printed for use in March, was never issued.
