Contained in the enclosure is the "annual Return of the Second Brigade in the Fourth Division of the Militia, Commended by Brigadier-General Isaac Maltby. July 20, 1811". additionally signed by General Maltby at the end, a Very Fine usage.

Maltby served as a member of the Massachusetts State Legislature from 1809-1810, was in charge of the Second Brigade, Fourth Massachusetts which he continued throughout the War of 1812 and was active in defending the coast of Boston in the period.
