465   imageSpain, 1897 (July 1), cover from Leon to Valladolid (July 2), endorsed "es de un militar" in the top right corner but not accepted as a soldiers free frank mail as evidenced by the unframed "15" (centimos due) handstamp (10c postage + 5c penalty); subsequently franked on arrival with 15c brown tied by straight-line "franqueo reclamado" (postage recovered) handstamp in violet; very rare and Very Fine. Unpaid mail could not be forwarded in Spain at the time, but since such occurrences did happen this system for collecting postage from the addressee without deficiency was devised, Gough.

A RARE COVER CARRIED ON THE ONLY MAIL SHIP LEAVING SAIPAN DURING THE PERIOD OF THESE STAMPS' VALIDITY.

Germany purchased the Mariana Islands from Spain in February of 1899, but by September of that same year, when these stamps were issued by the local Spanish postal authorities, news of that fact had not yet reached the islands. On October 1, the steamer
Uranus arrived in Saipan bringing with it the news of the sale and on November 22 the same ship actually hosted the official transfer of sovereignty of the islands from Spain to Germany. When Uranus finally sailed for Manila she carried the only overseas mail to have been legitimately franked with these overprinted stamps. Consequently all genuine overseas mail bearing the 1899 overprinted issue has to be backstamped with the Manila Military Station No. 1 c.d.s. of December 11, 1899. (Image)
