Postal Regulations did not specifically preclude the use of these cut-outstanding on ordinary mail. Soon after Mr. Cole, and perhaps others made used of this "loophole" in the regulations, language was put into place stating that cut-out "impressed stamps…may not be used for prepayment of postage on other articles".
