Letter paid 13 decimes (10 decimes to United Kingdom under 1843 Anglo-French convention plus 3 decimes internal fee for 7½-10 gram letter going a distance less than 40 km. FOREIGN PAID marking in red arc box applied at Southampton on letters brought directly from Havre to show that postage was paid beyond England. This is an uncommon marking on transatlantic mails. Printed circular with red "Sitt Day & Co., Prices Current, Newspaper, One Penny" revenue tax stamp impressed, partial strike of red "Paid, Liverpool, Jy 4" framed postmark and matching "2" pence prepaid rating handstamp; overall toning, otherwise Very Fine and rare printed Pre-1848 U.S.-G.B. Treaty circular use.

Since 1837, Prices Current and Commercial Lists published regularly could be sent by British packet for one penny each. Each business desiring to use this special rate had to be recorded at the Post Office in London. Sitt Day & Co. printed their prices current and were required to impress a red revenue tax stamp with their name to send the circulars free through the British mails. Boston" oval backstamp and matching "Paid H & Co." shield handstamp on face, carried by Cunard Line Caledonia from Boston Jan. 15th to Liverpool arriving Jan. 29th, black "Postage Paid to Destination by Harnden & Co. of Liverpool" framed handstamp, entered mails with red Liverpool Paid (1.31) cds and magenta "10" pence rating, red London "Paid" (2.1) cds and matching "PD" in oval handstamp, ex-Bryan Wood.

Although endorsed for the first Cunard Line sailing out of New York by "Hibernia" on Jan. 1st, this was actually held by Harndens for the next sailing out of Boston on Jan. 15th. The transit fee through Belgium was based on 7½ grams for a single letter while Prussian and British single letter rates were based on 1 loth and ½ ounce, or 15 grams each. The articles of the Anglo-Prussian Convention, Oct. 1st 1846, eff. Jan. 1st 1847, specified that on paid letters there was to be marked in the upper right corner the amount (in British currency) due to the receiving exchange office. The Aachen exchange office inscribed "3-6" 3s6d, the equivalent of 106 kreuzer for British transit and sea passage to the U.S. and applied the black oval "P." to indicate the letter was paid. The commencement of the American Packet service on June 1, 1847 led to Britain imposing a "Discriminatory Rate" on mails landed at Southampton with all US prepayment ignored and the One Shilling Packet Rate charged to the addressee. Eventually, continued use of this discriminatory rate on American packet letters caused Americans to retaliate with a double sea postage on letters carried by British contract vessels.
