A RARE NEWARK N.J. GOOD SAMARITAN LABEL USE ON FOREIGN MAIL.

The 34¢ treaty rate to Peru by American packet to Panama, then British packet to destination was effective from October 1, 1867 to March 31, 1870. The sender mailed this cover with only 20¢ in postage and the Good Samaritan applied the 14¢ deficiency hoping the receiver would reimburse them the postage, and maybe some extra for their generosity. This was probably a risky proposition on mail destined abroad.
