1847, 5¢ dark brown. Huge margins except clear at bottom, tied by red "6" in circle handstamp, matching red "New-York Aug 24" cds on folded cover to Plattsburgh N.Y., manuscript "Due" and red "5" handstamp to left of stamp; some cover toning, 5¢ small scissors-cut entirely in margin at lower right, Very Fine and scarce cancellation on the 1847 Issue, ex-Caspary, Boker, Mirsky, with 2001 P.F. certificate.

Plattsburgh is just over 300 miles from New York City, and therefore required 10¢ postage for the over 300 mile rate. The 5¢ stamp was accepted as partial payment and the cover was marked 5¢ due. A very unusual use with the "6" rate handstamp, which was normally used for inbound ship letters.

Large margins, bright shade, tied by partial strike of red "New-York Jul 10" cds, second strike adjacent, on 1851 bluish folded letter to Berlin, Prussia, endorsed "Via Ostende" at lower left, carried as endorsed by Cunard Line Canada from Boston Jun. 11th to Liverpool Jun. 21st, red London (6.22) backstamp with manuscript "1/6" 1s6d due rating, red Ostende (6.24) backstamp and blue manuscript "18½" silbergroschen due from addressee, Berlin (6.25) arrival backstamp; stamp lifted with two creases pressed and put back on cover which it originated, New York postmarks slightly enhanced, Very Fine appearance, with 2000 P.F. certificate.

A RARE USE OF THE 1847 ISSUE TO BERLIN, PRUSSIA IN THE SCARCE ORANGE BROWN SHADE.

Only two covers bearing the 1847 issue are recorded to Berlin, the other is an attempted demonetized use where most of the stamp was torn away.

1852, 1¢ blue, type IV, diagonal bisect. Upper right portion of stamp tied by "New Haven, Conn., Jul 29" cds on 1853 printed "General Land and Pension Agency" circular from Alfred J. Works of New Haven, Conn. and addressed to "Mrs. Julia A. Goff, Hartford, Conn."; circular with some internal separations, Very Fine, with 2012 P.F. certificate.

THE UNIQUE BISECT USAGE OF THE 1851 1¢ IMPERFORATE ISSUE - USED TO PAY THE 1852 RATE WHICH CALLED FOR PRINTED MATTER CIRCULATED IN THE STATE WHERE PUBLISHED TO BE CHARGED ONE HALF THE 1¢ RATE.

Alfred J. Works, an attorney and sender of this circular, took advantage of a rate concession in the Act of August 30, 1852 (32nd Congress, Session I, Ch. 98), in which states; "Newspapers and periodicals, not weighing over one ounce and a half, when circulated in the State where published, shall be charged one half of the rates before mentioned", however printed circulars were not included in this concession. However, the New Haven and Hartford post offices apparently accepted this circular as fully pre-paid.
