It is a heavily franked envelope, utilizing large-size official State of Israel stationery, measuring 29.5cm x 23.5cm. Addressed to the Israel Supply Mission at 250 West 57th Street, New York, N.Y., U.S.A.,-  it likely contained postage sheets. The franking totals 1,145Pr., exceeding the standard rate by 14 times according to the rate period of FA-2a. This includes multiple frankings of : 'Negev / Eilat' valued at 500Pr. ; 'Coins' at 5Pr. and  '40th Anniversary of Tel Aviv' (Mi. 55, Sc. 44) 40Pr.  in a block of 12 and a vertical strip of 4.
