1898 "ARMY FRANK", Cinderellas (3), F-VF NG, red/brown/blue "OFFICIAL BUSINESS ONLY" stamps designed by Major Brewster Kenyon and privately issued. Maj. Kenyon served as Paymaster in the California Volunteer Heavy Artillery serving in the Philippines for hte Spanish-American War.
