2109   image471, 1944 6c Dark green; 'VICTORY' overprint, single with natural se tied on legal size cover to Washington DC by "Tacloban, Leyte P.I. Nov 8 1944" (year ms inserted) date of issue duplex cancel, official mail cc with typed return address of Brig Gen Carlos Romulo, also typed censoring and signed by Romulo, FDC cachet bottom left and a 3-line purple "Received in bad condition at San Francisco, Calif. Damaged in transit" handstamp, torn backflap and a light vert fold at left, correspondence from Romulo to E.D. Hester (an economic advisor for Philippines affairs in the Interior Dept) commenting on the inauguration of Philippines - US mails, Fine and attractive, accompanied by a handwritten note from Mr Hester explaining his relationship with Romulo and the origin of the "VICTORY" overprints; Gen Romulo was one of the most prominent Filipino statesmen and soldiers of the 20th century having landed with MacArthur at Leyte and President of the UN Gen'l Assembly and chairman of the Security Council from 1949-50 (unpriced in Scott)
