Bartels who stamped the back of each "Special Surcharge" or signed each of the stamps "SPL. SURCH./J.M. BARTELS" in pencil on reverse, of which, this is the hand stamped variety with each stamped diagonally behind the overprint and on the bottom ,selvage. ,This block also contains the original invoice from J.M.
