ART.13." handstamp received in transit to Bordeaux where it arrived Feb. 24 and was charged 15 dec (10 ocean + 5 inland) postage due., excellent stamp and usage; light horizontal crease through stamp from file fold, some mild splitting along internal folds, a Very Fine cover, with 1998 Holcombe and 1997 Van Der Linden certificates.
