(three stamps never hinged), Very Fine.

From the
Australian Commomnwealth Specialists' Catalogue: "A plate proof block of 12 of this design was submitted in September 1899. It was rejected with the request that the spaces at foot be filled in and the appearance of the Queen's be head improved.
