CENT UNOFFICIAL RATE - Cover mailed from Halifax with "Nov. 13, 1882" Duplex (VERY EARLY DATE for the half cent), and received in Moncton the next day as an unsealed circular with postmark "Moncton, NB NO 14 82". Maritime postmasters sometimes
overlooked the 'new' rules of the Dominion under which this should have been franked with 1¢ postage. The stamp is faulty, nevertheless a very desirable cover.
