EXTREMELY FINE. ONE OF A MERE TEN EXAMPLES BELIEVED TO EXIST OF THE 2-CENT SMALL DOWAGER TYPE B WITH DOUBLE SURCHARGE - WHICH IS ONLY KNOWN USED.
It is believed that two double panes of 40 were surcharged twice (80 total). Most recorded examples are Type A and unused with a few used examples known. Type B, the example offered here, is only recorded used with the brown pakua cancel of Chefoo. Only 10 examples have been recorded.

VERY FINE AND CHOICE UNUSED EXAMPLE OF THE HIGHLY SOUGHT-AFTER SMALL FORMAT 4-CENT RED REVENUE. A MAJOR CHINESE RARITY, ESPECIALLY SO WELL-CENTERED.
On February 20, 1897, a new national postal service was inaugurated. Prior to this, an order was made with a printer in Japan for the new stamps. Unfortunately, the printer was unable to supply the stamps in time for the inauguration. Prior to this in 1896, 650,000 Red Revenues had been ordered for a new proposed taxation. Quickly abandoned due to public outcry, these stamps lay dormant in Shanghai. They were pressed into service with new overprints for postal use.
The Small Format 4c, similar to the other values, were printed in panes of 25. Only two sheets of 100 (200 total) were printed containing four panes each. One of those panes was deemed too light and received an additional violet overprint (Scott 81a; Chan 85a). Therefore, only 175 examples of this rarity were printed with fewer known today due to natural attrition.
