VERY FINE. AN EXTREMELY RARE MIXED-ISSUE FRANKING WITH THE 5-CENT F GRILL AND 1869 PICTORIAL ISSUE PAYING THE AMERICAN PACKET RATE TO SANTO DOMINGO IN WHAT IS NOW THE DOMINICAN REPUBLIC. SENT DURING PRESIDENT GRANT'S FAILED ATTEMPT TO ANNEX SANTO DOMINGO. A FASCINATING RARITY.
During late 1869 and early 1870 the Grant Administration, following the tenets of the Monroe Doctrine, attempted to annex Santo Domingo. Justifications included their lack of funds to maintain government, a potential place for the settlement of ex slaves, and security considerations which included keeping European powers out of the area and the establishment of a naval base. Frederick Douglass was one of the leaders of the effort, which was ratified in Santo Domingo but failed the ratification process in Congress. The U.S. would occupy the island from 1916-24 partly to ensure payment of debts.
