This block appeared in the 1967 & 1993 Rarities of the World auctions, with 1987 P.F. and 2023 P.S.E. certificates.

We quote the history of this error directly from the The Neil-Rosenthal book (pp. 115-118): "William S.F. Pierce of Philadelphia acquired this pane after it was found in 1898. It … was discovered by Robert Watts, a stamp clerk at one of the sales windows at the Philadelphia General Post Office. According to the story originally told by Mr. Pierce to Stamps magazine columnist George B. Sloane in 1939, Watts discovered the pane "between the wrapping paper of a bundle of stamps" and sold it to a Mr. Herman Lewis who was a locksmith in that same city. Pierce bought the sheet from Lewis for $50. Pierce then broke up the pane and divided it into three pieces, a vertical strip of ten with sheet margin and full arrow marking at the right, a vertical block of 20 which showed the Bureau of Engraving and Printing imprint and plate number at both the top and bottom, and a vertical block of 20 with natural straight edge down the left side showing the half-arrow marking at the top and at the bottom." Pierce then sold the vertical strip of 10 stamps to Mr. Lewin for $15 and Ethel McCoy later acquired the full arrow piece in a strip of 4. Meanwhile, the vertical block of 20 with the straight edge was sold to Arthur E. Tuttle, a Philadelphia stamp dealer, who retailed the errors for $10 per pair. Buyers included John Luff. At some point, Benjamin Miller acquired a block of four from this block. Pierce himself broke the strip of 20 with both plate blocks and sold the plate blocks directly to Albert Batchelder of the New England Stamp Co. for $175. Pierce gave a block of 4 to his friend William Dobbins, and Dobbins' estate sold the block to Edgar L. Green. Pierce forgot how he sold the other 2 blocks."

Two sheets of inverts (400 stamps in four panes of 100) were intentionally printed but never sold at a post office. One pane was overprinted "Specimen". One pane was retained by the Post Office Department and affixed to a ledger page in the Post Office archives and in about 1916 or 1917, 97 copies from that pane were somewhat roughly removed from the pane, creating disturbed gum and thins, and traded for stamps the government's collection needed, 197 stamps were destroyed, and 106 stamps (both with and without "Specimen", including three from the retained post office pane), were distributed to friends and dignitaries.
