The October 13th 1986 front page of Linn's Stamp News announced the August 1986 discovery of a blue 22-cent Flag Over the Capitol coil by Eugene Kiehlmeier of Erie, Pa. Kiehlmeier tracked down seven 100-stamp rolls with plate number 4 at Erie postal stations and another 160 blue coils (including two plate numbers) from area residents who had used the coils to mail envelopes to the Northwest Pennsylvania Lung Association. He also found numerous used examples on Lung Association and National Fuel Gas envelopes, including four covers with plate numbers. (Image)
