286 nhbl 830b.1 image1938, Presidential Issue, 30¢ Theodore Roosevelt, deep blue (Scott 830b), top left plate #22165 block of 4, this by far the highest graded plate block of Scott 830b, surpassing the XF 90 P.S.A.G. graded plate block we sold last month for $3,000 hammer, since P.S.A.G. was owned and operated by Randy Shoemaker, who founded P.S.E. and worked for there for years often mentoring current P.S.E. owner Scott Murphy, the chances of getting an equally highly graded P.S.E. certificate are good, o.g., never hinged, nearly perfectly centered, absolutely stunning deep blue color, Extremely Fine to Superb, this by far the highest graded plate block of Scott 830b, surpassing the XF 90 P.S.A.G. graded plate block we sold last month for $3,000 hammer, since P.S.A.G. was owned and operated by Randy Shoemaker, who founded P.S.E. and worked for there for years often mentoring current P.S.E. owner Scott Murphy, the chances of getting an equally highly graded P.S.E. certificate are good, with 2015 P.S.A.G. certificate graded XF-SUP 95.

According to The Prexies by Roland Rustad (pub. 1994, p. 296-99) "deep blue" (is) a shade that is closer to the 14¢ color than to ultramarine. When trying to visualize this shade, the word "deep" should be thought of as a synonym of "intense", rather than "dark"…"The beginning of these color shades is told in a report in the April 1960 American Philatelist. According to the article, before the 30¢ stamp was issued, President Franklin Roosevelt was presented with two 30¢ sheets, one in blue and the other in ultramarine…. he chose the ultramarine color. The blue sheet was then taken back to the Bureau for destruction. The messenger who delivered the sheets requested that a block of four of the blue color be given to the President as a gift… and this was done." Rustad goes on to say that Roosevelt later gave the block to a Mr. Kohen with the understanding that Kohen hold it for at least "15 years after Roosevelt's death and Mr. Kohen agreed. In 1958, Kohen obtained a P.F. certificate for the block… Since that time, many more stamps in the dep blue color have surfaced, as well as stamps in a continuum of shades of color between ultramarine and the deep blue."

This plate block was purchased from an Orcoexpo dealer in January 2008, and is accompanied by copies of page 329 from The Prexies by Roland Rustad and an article in the July 1990 US Specialist (pp. 399-410) discussing the error of color and containing a census of 9 plate blocks, all with images, noting that one was broken for singles, but this plate block and 3 others are not in the census, leaving us with 12 documented examples, a number corraborated by Rustad. We have also made updated sales records and prices on the copy of the census.

Accompanied by an article by J.W. McLemore Jr. that was published in the May 1966 US Specialist (p 181), only 14 examples of plate blocks with this combination of plate numbers exist with 1 TL, 3 TR, 3 BL and 7 BR, noting that the TL has yet to be confirmed, and it clearly wasn't because the 2020 Durland notes the position is unreported. This plate block appears to be the one imaged in the article. We have not seen one on the market in forever.

It is believed that there are probably fewer than 8 plate blocks in existence, and a top left plate number single has previously appeared on the market, with 2013 P.F. certificate.

Accompanied by a copy of an article that was published in the Dec. 1979 US Specialist (pp. 672 & 675) noting that the USPS stated that 30% of the stamps were perforated 12 both vertically and horizontally, 40% were perforated 11 x 12 (the horizontal perf 12 wheel replaced with a perf 11 wheel in error), the remaining 30% perforated 11 both vertically and horizontally. USPS was completely unaware of this until after the stamp was issued. Despite the similar printing quantities—and USPS's offer to fill orders for particular perforation varieties only if full panes were ordered (while supplies lasted; orders for smaller units would also be filled but without regard to perforation requests)—very few of the perf 12 version have survived.

After a few months, the BEP added "-09" to these 4 plate numbers, which is the only way to identify the reprints, because they are otherwise identical to the 1903-1908 issue.

E9 plate blocks in never hinged condition with full top selvage are extremely rare, and extraordinarily rare with this centering and freshness. If not for the gum line, this plate block would have received an even higher grade. Nonetheless, we are very comfortable stating that this is the finest E9 plate block extant. This a condition rarity and one of the highlights of the Ginsburg collection.
