In early 1917, the NYC post office returned a small excess supply of sheets of Scott 344, which was first issued in December 1908, with wide selvage at left and narrow selvage at bottom, to the Bureau for credit. However, the Bureau (No tops exist!) chose to perforate the sheets using the contemporary Perf 11 wheels and return them to the New York City post office for public sale in October 1917. Since this was an atypical situation which had never happened previously, the normal procedure of releasing stamps was not followed, and the public was not informed. It is estimated that 30-40 plate blocks exist today.

In August 1918, the $2 Franklin was issued with an orange red frame, and in November 1920, it began appearing with a carmine frame; philatelists logically believed the carmine color to be an error, only to learn that carmine was the correct color, and Orange Red was, in fact, the wrong color. Johl Vol. 1 p. 307 lists the quantities delivered to postmasters during the fiscal years ending June 30, as reported by the Director of the B.E.P. -- 1919 - 40,561, 1920 - 28,670, 1921 - 148,367. etc. Since stamps with a carmine frame were issued Nov. 1, 1920, exactly 4 months into the fiscal year, we will assume that 1/3 of the $2 Franklins printed in 1921 were stamps with the orange red frame (approximately 49,500), which would mean that approximately 118,731 stamps were delivered with the orange red frame to postmasters. The stamps were printed in sheets of 100 meaning approximately 1,187 sheets were delivered, and with one plate block per sheet, one could assume that 1,187 plate blocks were produced, and as always, only a small percentage survived.

Johl Vol. 1 p. 308 lists the quantities delivered to postmasters during the fiscal years ending June 30, as reported by the Director of the B.E.P. and totals them at 296,653. The stamps were printed in sheets of 100 meaning approximately 2,966 sheets were delivered, and with one plate block per sheet, one could assume that 2,966 plate blocks were produced, and as always, only a small percentage survived, with a mere 10-15 remaining in never hinged condition today.

Like the regular plates, the special plates consisted of 4 panes of 100, but stars were added to the top right pane only -- located either to the left of the plate number in the top selvage, or below the plate number in the right selvage. This helped direct the special plates to the perforating machines that the BEP had modified specifically for these special plates. At first, plate no. 16758 was created with a small 5-point star (top selvage), then 10 plates were created with a large 6-point star (top selvage), then plate no. 17196 was created with a large 6-point star (right selvage), and, lastly, the Bureau created plates with a large 5-point star (38 top and 383 right). FYI special plates were also created for the 12¢, 13¢, 15¢ & 20¢ issues (Scott 564, 622, 566 & 567).
