Many scarce to rare cancellations, such as Lombardy-Venetia #15 cancelled in Tultscha (Tulcea, Romania), Austria #29 cancelled in Neum, Bosnia & Herzegovina, or Offices in the Turkish Empire #3 with Küstendje (Constanta) cancel, as well as the local stamp for Küstendje used on piece with a Ferchenbauer certificate. Other scarce stamps include a pair of the 1pi on 10kr ultra imperforate between (#23a) of the Offices in Turkey or the Constantinople overprint type on #14a (pair). Put together by a motivated collector who noted exactly what he paid, Yvert value and source on a ticket next to every stamp and it is a fascinating read. The dealers and Auction houses make up a who's who of French Philately. We also note that 19 certificates are present. Primarily unused and with original gum the quality is exceptional as well as all are handpicked for type and variety. Strong value in the first overprint issue with some duplication of values but they are often different overprint types (Yvert I-IV), and a couple are from the first state which Yvert notes are rare although unpriced in Yvert. Also noteworthy are Inverted and double overprint errors and essays overprinted in different colors. Mamerto Garcia Montoya (1818-1881) was born in Rionegro, Antioquia, Colombia. Mamerto García dedicated himself to commercial activity and excelled as a businessman. His main economic activities included import trade from London, investment in mineral shares in mining companies, lending money at interest, intermediation in the collection and payment of drafts, minting gold and silver coins in Bogotá buying and selling tobacco from Ambalema (Tolima), selling livestock, and banking. he participated in the Rionegro Convention in 1863, where a new political constitution for Colombia was drafted. He promoted the circulation of the liberal press in Rionegro and Medellín, served as Principal Agent of Disentailed Property, president of the Patriotic Society of Instruction of Rionegro, Consular Agent to His Majesty the King of Sweden and Norway, First Alternate Judge of the Municipal Court and Prefect of Rionegro, representative to the Provincial Chamber for the province of Córdoba, and Administrator of the Treasury and Post Office of Antioquia. As a result, His archive is a valuable source for research on the economy, politics, social life, education, and family of 19th-century Antioquia. The collection contains information from 1814 to 1941 and includes documents belonging to Mamerto García and his children. It includes correspondence, accounting documents, writings, and press clippings. It also includes a series on mines and estates.

The massive first volume contains exhibition pages with outstanding analysis, plus covers (over 80 examples); subjects featured include trial printings with dozens of examples, mostly imperf, bulk in black, paper examples, etc. We note "makulatura" brownish paper types, scarce "vzorec" specimen overprints, extensive trial color proofs, an interesting and colorful array of printer's waste items, etc. Moving on to the stamps proper, we find plate flaws extraordinaire (one entire, splendidly presented volume is dedicated solely to these, and it is remarkable!), cancellations, including analysis by period, lozenge postmarks, "boxed" cancels, double circle studies, traveling P.O. cancels (extensive), rate studies including marginal markings, perforation analysis and varieties, imperf betweens, pre-printing paper flaws, and much, much more.
