4069 cover   image[Utah - Women's Suffrage] Stephen A. Mann signature on a cover, On Feb 10, 1869, The Utah territorial legislature passed an bill giving women the right to vote (though not to hold office). Two days later the bill was signed into law by acting Governor, Mann. This bright yellow legal size cover bears Mann's signature as acting Territorial Governor, "opened by Hon S A Mann". It is franked with a pen-canceled 3¢ Pictorial and postmarked with a Very Fine strike of a brown Heber City (Wasatch Co.) c.d.s., Aug 12, 1869; addressed "To the Territorial Secretary of Utah" at Salt Lake City, the post that Mann held before being appointed Acting Governor.
