A nice example of this rare provisional, only 600 of which were produced., signed Friedl (twice), Ressel, Thier and Sismondo, with a 2020 Sismondo certificate noting "surcharge in violet is faint".

The
Vineta was in port at New Orleans on January 27, 1901, which happened to be the Kaiser's birthday. To honor the occasion, the city of New Orleans, along with the crew, held a celebration. The crew wanted to send newspaper accounts of the celebration home, but there was a shortage of the 3pf stamps required for the printed matter rate. Accordingly, the ship's Captain authorized the bisecting and overprinting of 300 5pf stamps to fill the need. (Image)
