Melbourne tax markings known from this period are generally inscribed 'MORE TO PAY'; we surmise this h/s was manufactured to meet a particular short-lived rate & deficiency. [Not seen by us before]

[Naval ships from various countries came to Melbourne for the official Opening of Parliament on 9th May 1901. Hansa departed Chinese waters 31.3.1901, returning 19.6.1901. The message states the trip China-Melbourne took four weeks]
