THE UNIQUE "GLOVER" SET OF LARGE DIE PROOFS OF THE 1923 SECOND AIRMAIL ISSUE - SIGNED BY BOTH THE POSTMASTER GENERAL HARRY S. NEW AND CHIEF OF THE PHILATELIC AGENCY OF THE POST OFFICE DEPARTMENT, MICHAEL L. EIDSNESS, JR.

According to the "American Air Mail Catalogue" only five large die proofs were produced. This was the Second Assistant Postmaster General Warren Irving Glover's set and is the only one signed by both the Postmaster General and the Chief of the Philatelic Agency of the Post Office Department.

This wide margin plate block is one of the rarest airmail issue plate blocks with only a handful known. Scott catalog notes for this issue - "wide full selvage top margin plate blocks of No. C22 are extremely scarce and sell for $3,000.00 or more" (versus $85.00 price for regular plate block).

Both plates of the 1888 10¢ Special Delivery Issue were reused in January 1893 to print the issue in orange to avoid confusion with the blue 1¢ Columbian stamp. It is believed that approximately a dozen plate blocks of the 1893 Special Delivery issue exist.
