Very Fine. An exceptional postmark used for mail surveillance, close to the Odessa mutes described in Skipton & Volis (Soviet Clandestine Mail Surveillance 1917-1941, CCC 2016, p. 488).

64 POSTAL HISTORY imageUSSR 1930 Tula LOCAL POSTAGE HANDSTAMP FRANK "Charged on Account" - Rare Tula 1930 (6 October) - Local Postage Handstamp Frank for wrappers & non postal organisations, reading "(postal) RATE CHARGED ON ACCOUNT ¤¤a TULA -6 10 30" (Ø 40mm), handstruck on front of a cover to Moscow. Arrival on back 7 October 1930. Very Fine. Rare, only a few examples known (all from 1930 or 1931), and the only Soviet Postage Handstamp Frank issued for the city of Tula. Soviet Postage Handstamps ( = handstruck) were first introduced in late 1924 by the Soviet Post & Telegraph circular N°34/1030 from 17 November 1924 to indicate the payment done of a postal rate without the use of adhesive stamps; in late 1927 they were followed by Postage Meters (= machines). Apart Moscow and Leningrad, a few Soviet cities used those Postage marks struck by hand for wrappers and non postal organisations mail in bulk. There was two ways to pay the postal fees with such postage handstamps: either in hard cash or through an acccount of payment in advance ("charged on account").

68 POSTAL HISTORY imageLatvia, Mixed Franking. USSR & LATVIA 1941 MIXED FRANKING USED IN SOVIET UNION - Very Rare Usage Leningrad 1941 (9 January) - Domestic Registered envelope to Moscow, franked with SOVIET UNION Tchekov 20 kopek & LATVIA SOVIET REPUBLIC 40 santimu, the two currencies used at exact 1:1 parity and paying the correct 60k rate (30k plus 30k registration, tariff of 6 February 1939). Arrival Moscow on back 10 January, with a postal notice "not at home 10/I 41". Very Fine. (Michel Russia 734 + Latvia SSR 40 santimu) Extremely rare genuine postal usage of a Latvian stamp in Soviet Union, the only such mixed franking we have seen (others are purely contrived, with the Latvian stamp not counted as postage). Latvian PSR stamps (issued 21 October 1940) could be used in Latvia together with Soviet stamps until they were withdrawn on 21 March 1941, and such mixed frankings are quite scarce. On the other hand, EXAMPLES USED IN SOVIET UNION ITSELF, albeit theoritically legal during that timeframe, are exceptionally hard to find.

The combination of Soviet Definitives & Commemoratives (including the unusual 10k "Pioneers") is paying the 1,15R rate (tariff of 1st September 1930: 95 kopek airmail to Central Europe + 20 kopek registration). Transit westward to Sverdlovsk, Moscow (6 October), Berlin (9 October), London. Arrival on the back Sydney 17 November 1930. Very Fine. Scarce and great Soviet airmail, travelling from the heart of Siberia via Moscow, whole Europe to London then to Australasia.

USSR 1936 SHIP MAIL ON THE DON RIVER - Line Rostov-Tsymlyansk UNIQUE Rostov on Don Ship mail 1936 (17 June) - Soviet illustrated card correctly franked at 15k (domestic postal card rate of 25 February 1933), sent to Michurinsk via the SHIP LINE Rostov on Don-Tsymlyansk. Superb strike of the "ROSTOV/Don - TSYMLYANSK STEAMER 17 06 1936" postmark, arrival Michurinsk 21 June 1936. A small hole on the card, otherwise very fine. A great rarity of Soviet ship mail, the only example recorded from that line to the best of our knowledge.

The stamp is cancellled with the special TEMPORARY POSTMARK of the Ivanovo Post & Telegraph Communications Exhibition. Charity label and registration handstamp. A small cut off on reverse, Very Fine. (Michel 332D) Very rare item. The Ivanovo Voznessensk Exhibit was held in November 1927 in honour of the Xth Anniversary of the October Revolution.

85 POSTAL HISTORY imageZemstvo GADYACH 1892 POSTAL FRAUD Stamp Used Twice - S26 Rare Zemstvo Gadyach circa 1892 (23 October) - Schmidt 26, 3k yellow orange used twice on an envelope sent from Gadyach to a locality in the district. The stamp was removed from another envelope used the same day (23 October), stuck and struck a second time at a posterior time with a stolen canceller (dated 4 February), the postal clerk pocketting another 3k stamp for himself. Back flap of the envelope partly teared upon opening, otherwise very fine. There was a massive fraud operation by some official clerks in that district at the end of the 19th century. A canceller device has been fraudulently used over a few years span, canceller from which two different digits are known: "4" (February) and "14" (February). Very scarce, we have an actual census of 13 postal fraud covers from Gadyach.
