Franked with money stamps of 10 shahs and 70 kop. stamps with an overprint of Kiev, type 2. Officially, money stamps were not allowed to be used as postage stamps. An oversight of the postal service. 1402 imageThe Ukrainian State. Registered letter of 1918, Gomel city post office. Sent to the City Infectious Disease Hospital. The postmark dd. December 12, 1918. Franked with the UNR money stamps (40 shahs), 70 kop. stamp with Kiev overprint, type 2, and 10 kopecks money stamps of the Russian Empire. The letter was franked with a Russian stamp, despite the fact that since October 1, 1918, the use of stamps of the Russian Empire was prohibited in the territory under the rule of the Ukrainian State, and only "shahs" and "tridents" were valid. Also, money stamps were not officially allowed to be used as postage stamps. An oversight of the postal service. UNIQUE. (Image 1) (Image 2)
