Resealed by censor strip, tied by censor h/s "216". Roughly opened & "repaired". Rabaul was occupied by Japanese troops 23 Jan 1942 & Australia Civil administration ceased 14 Feb.

No. 23 is stampless, marked "F.L.M./N.S.A." (no stamps available). Good-fine A.I.F or A.M.F censor h/s (violet) x 2 with printed YMCA, ACF, Salvation Army logos. Good-(mostly) fine cond. Nice lot.
