2077 cover imageAustro-Turkish Courrier Service 1870 (December 30): Cover from Scutari (Shkodër, Albania) via Antivari (Bar, Montenegro) to Venice bearing Ottoman Empire, 1869 Duloz 20 pa. green, Type III, perf. 13¼ in a vertical pair, cancelled by neat strike of all arabic double-circle 'Scutari' handstamp in black (Coles & Walker fig. 3, Tchilinghirian fig. 498) and Austrian Levant, 1867 Coarse Whiskers 5 s. red, a vertical pair and strip of three, these clearly tied by three strikes of "ANTIVARI 30 / 11" cds. in the characteristic brownish-black shade of ink with black "P.D" at centre, Trieste transit (5 Dec.) and arrival cds (6 Dec.) on reverse. Correctly prepaid 1 pi. for the Austro-Turkish courrier service from Scutari to Antivari, 10 soldi reduced, unified rate for letters from Albania and the Danube Principalities to the 'Küstenland' ports and 15 soldi letter rate to Italy according to the 1867 postal convention. A spectacular and outstandingly attractive Austro-Turkish courrier service combination cover. Signed E. Diena. Cert. Ferchenbauer (2020) Ferchenbauer= € 8'000. Note: The Austrian Consulate at Scutari had begun operating a Courier Service to Antivari by 1864 at the latest, for which mail had to be pre-paid using Austrian stamps. When the service was to be turned into a full Consular Post Office in 1867 it is thought that this raised Turkish protests leading to the establishment of a joint Austro-Turkish Courier Service escorted by Ottoman Soldiers and an Austrian diplomatic official. Postage to Antivari had to be paid by use of Ottoman adhesives, anything beyond that in Austrian stamps. It is believed this solution would have placated Turkish fears of their postal authority being undermined whilst allowing the Austrian Consulate and it's customers to avoid relying entirely on a notoriously inefficient Ottoman Post Office. Ziya Ağaoğullari and Bülent Papuçcuoğlu. With my apologies to the gentlemen concerned, I have abbreviated this catalogue to just "Ziya" in the text. The ½ piastre rate cannot be easily explained as there is no mention of this rate in the Official Rate Schedule of 1863 except for Newspapers; however other examples have been recorded both in Lebanon and elsewhere in the Empire, usually on covers travelling short distances and it is possible that stamp shortages may have been the reason for the apparent under-franking. A fine and attractive cover. Signed A. Bolaffi (Image 1) (Image 2)
