2297 cover imageAustrian Consular Post Offices, Jassy; 1864 (July 6): Quintuple rate Envelope to Paris bearing an enormous mass franking of 1863 15 so. brown perf. 14 (10) in combination with 1864 10 so. blue (5), perf. 9½, 15 overall fine and fresh examples each tied by wreathed JASSY cds (Tchilinghirian fig 757). Red “P.D.”, black “A.” (Autriche) handstamps as well as French “AUTR. STRASBOURG” entry cds in red (July 12) alongside, reverse with WIEN transit cds (July 10). Wax seal cut our, minor perforation irregularities as to be expected for a franking of that sheer size, paying correctly five times the 40 soldi rate to France, the second highest franking of any Austrian post letter from Romania. 2299 cover imageAustrian Consular Post Offices, Roman; 1857 (Oct 23): Registered Envelope with Avis de Reception, directed to Berlin, full prepayment noted with "27" kreuzer CM on reverse, struck by scarce ROMAN cds in bluish green (Tchilinghirian fig 772), "RECOM." and FRANCO handstamps in the same ink alongside. Reverse with wreathed JASSY and WIEN transit datestamps as well as distribution cds (Nov 1). An appealing cover from this sought after office, illustrated in Edition d'Or volume 72 on page 59. Note: The opening of the Consular office is discussed. While Blistyar in "Die österreichische Post in den Donaufürstentümern" suggest a transformation of the military into a consular PO, Gmach in his first volume of "Österreichische und ungarische Posteinrichtungen in den Donaufürstentümern" suggest a reopening briefly after closure of the military PO due to the existence of this new datestamp. "P.D." handstamp, Austrian "RECOM." and Prussian framed "Recomandirt." in red alongside. Reverse with "HERMANNSTADT RECOMAN" datestamp in red, Prussian TPO "MAINZ - COELN", Belgian TPO "ALLEMAGNE EST", VERVIERS and SPA transit cds's as well as indistinct OSTENDE arrival cds (Aug 29). Wax seals on reverse removed and reverse stabilized, nevertheless a most interesting cover, illustrated in Edition d'Or volume 72 on page 65. 2321 cover imageRussian Consular post offices, Galatz; 1853 (Aug 12): Cover to a military unit in Leovo, Bessarabia oblast, struck on reverse aside the official wax seal by two-line "GALATS / 1853 AUG 12" (Tchilinghirian fig. 47). Letter "no 1" in the daily ledger. The Russian consular offices remained open during the brief Russian occupation of the Principalities at the beginning of the Crimean War in 1853, and scarce as thus. (Van der Linden fig 2127, both handstamps used later than listed by two years) both applied in Aachen. Thence via Liverpool where carried on Cunard Steamer "Asia" with fine "BOSTON BR. 2382 image1858: 20 kop. blue & orange perf. 12½, a fresh and fine example cancelled by clear and central strike of dotted '777' truncated triangle numeral of Batum (Tchilinghirian fig. 87). A rare numeral issued for use in 1862 at Batum, at that time an office abroad, as Batum became part of the Russian Empire after the 1877/78 Russo-Turkish War. 2383 cover image1878: Arms 2 kopeks black & red, two singles, fresh colour, some perforations flaws, in combination with Arms 8 kopeks grey & rose, good colour, odd short perforation on the left side, used on envelope from St. Petersburg to Montreal, Canada, dated 8 June 1878, tied by ST. PETERSBURG cds, with LONDON PAID transit red transit mark (24 JU 78), paying the double 12 k. rate to Canada via the UK, alongside red “1½” credit marking indicating the special UK concession to Russia, eliminating double transit charges. Reverse with embossed flap 'Nichols & Splincke St. Petersburg'. One of the 2 k. has fault at base. Creasing to envelope clear of adhesives and there is paper adhesion to back. Rare example. Believed to be the only recorded example of prepaid mail from Russia to Canada during the brief concessionary arrangement prior to Canada’s entry into the GPU on 1 July 1878. 2384 cover imageAzerbaijan under Russian rule; 1885 (Dec 5): Formular card written in Kedabeg, dispatched at the stantsiya Dzegam, today Dzegamchay in the Elisavetpol gubernia, today Gamcha in Azerbaijan, bearing 1883/88 1 k. orange and 2 k. green, tied by DZEGAMSK despatch cds, Baku-Batum TPO no. 95 and TPO no. 7 alongside and ROSTOV transit as well as BRIGHTON part arrival (Dec 13) backstamps. Card with central vertical fold well away from the franking, the Elisavetpol gubernia is one of the most difficult areas in the Trascaucasus at Imperial times.
