Franked upon arrival in Hungary with Hungarian foreign newspaper taxstamp 2 kr. brown, tied by "MOZGU POSTA 3 PEST-BASIAC" (TPO Pest - Baziasch) handstamp. 5 bani printed matter rate sent under the Romanian / Austrian Postal Treaty coming into force on 1st April 1869. One of few recorded newspapers with Lithographed frankings. The only bearing a foreign adhesive, a large rarity of Romanian philately. Illustrated in Edition d'Or volume 72 on page 122, cert. 2343 cover imageRomanian Post, Treaty with Austria; 1872 (Aug 20): Registered Quadruple rate Envelope from the Austro-Hungarian consulate in Turnu-Severin to St. Miklos in the Liptó County, Hungary, today in Slovakia, bearing a combination franking of 1869 Prince Carol without beard 50 bani blue & red (2) and 1872 25 bani dark brown perforated, the 50 bani examples primarily with good margins, one example shaved at base, the 25 bani with the usual perforation and centering, these adhesives tied by light double-circle "T. SEVERIN DIM" datestamp in blue (Kiriac fig. 483), framed "P.D." and RECOMANDAT handstamps in the same ink alongside, reverse with transit cds's of "ALT-ORSOVA", PEST, and KASSA as well as "LIPTO SZT MIKLOS" arrival (Aug 25) cds. The reverse shows five intact wax seals of the consulate. Cover roughly opened on reverse, some ink staining and toning, nevertheless a spectacular item franked correctly with four times 25 bani for the postage plus 25 bani registration fee. In addition this cover is of particular postal history interest as the franking includes two Lithographed issues two years apart, without using the 1871 New Stones 50 bani adhesives issued in between. MAGURELLE" datestamp in blue (Kiriac fig. 418), framed "P.D." in the same ink and italic "Franca" handstamp in black applied upon arrival alongside. Reverse with thimble BUCURESCI and "V. R. POSTE EGIZIANI ALESSANDRIA 29 MAR 1872" transit cds's as well as "V. R. POSTE EGIZIANI ISMAILIA" arrival cds of the same day. Both adhesives had been glued over the envelope's top edge, both are touched on one side, the cover with part of backflap missing and some toning, nevertheless one of only two covers recorded to Egypt, the only cover correctly franked with 75 bani to Egypt, and one of very few covers known to destinations outside Europe. 2346 cover imageRomanian Post, Treaty with Austria; 1869 (May 10): Mourning Envelope from Ismail to Syra, Greece, endorsed "via Constantinopoli", bearing 1869 Prince Carol 15 bani vermillion and 25 bani orange & blue, margins from shaved to large, tied by double-circle ornamental ISMAIL datestamp in blue (Kiriac fig. 401), straight-line JSMAIL and framed "P.D." in the same ink alongside, but also italic "P.P." of the Constantinopel office. Reverse with double-circle GALATI and Austrian CONSTANTINOPEL transit cds's as well as SYROS arrival cds (May 11, julian). An appealing and interesting item, the Romanian 40 bani franking paying the journey only to Constantinople but not to Greece, this was however neglected by the Greek post which charged the cover only with "20" lepta in blue crayon for the Greek inland journey, paid with 20 lepta blue. Underpaid mail was in principal not allowed by the regulations, a rare item full of postal history, illustrated in Edition d'Or volume 72 on page 133, cert. Framed 'P.D.' alongside and reverse with WIEN and BURGDORF transit cds’s as well as LANGNAU arrival cds (Nov 17). The weiterfranco of ‘10’ kreuzer beyond Romania was noted in red crayon on front, changed into ‘4’ (kreuzer) for Switzerland by the Austrian office. A most attractive cover from a well-known correspondence to a cheese dealer in the Emmental in Switzerland. Illustrated in Edition d'Or volume 72 on page 140, cert. Heimbüchler (2006). Note: Following the Romanian - Austrian Postal convention of 24 July 1868, coming into force on 1 April 1869 mail abroad including transit mail could be conveyed from Romanian offices. The rate to Switzerland was 10 bani for Romania, 6 kreuzer (= 15 bani) for Austria and 4 kreuzer (= 10 bani) for Switzerland. Framed 'P.D.' alongside overstruck by "AFFRANCHISSEMENT INSUFFISANT" handstamp, reverse with Swiss "B.P. ROMANSHORN - BERN" TPO and LANGNAU arrival cds (Sept 20). The letter was underpaid by 10 bani and finally taxed with 45 rappen with the unpaid letter rate of 70 bani minus 25 bani franking resulting in a difference of 45 bani equal to 45 rappen with both currencies being part of the Latin currency union.
