Correctly pre-paid for a double weight letter at twice the 10 soldi unitary rate for letters from Albania and the Danube Principalities. A fresh and fine cover with this tremendously rare postmark. Note: When the independence of the Principality of Montenegro was internationally recognized by the Treaty of Berlin in 1878 the new state was to receive control of the port of Antivari (Bar) and nearby Ulcinj (Dulcigno). The Ottoman Empire however initially refused to relinquish control of Ulcinj and did so only after diplomatic intervention from the European signatories of the treaty and a naval show of force off the turkish coast. On 30 November 1880 Ulcinj was ceded to Montenegro. Reflecting these events, the Austrian P.O. at Antivari was closed in mid 1879 and an Austrian Lloyd Postal Agency opened in Ulcinj, which in turn was moved to San Giovanni di Medua in Ottoman Albania in summer 1880. Thus the tiny port of San Giovanni became the main outlet of mail from Scutari, with the Austrian Consulate at Scutari sending all it's own mail through the agency before the reopening of a Consular P.O. in 1901.
