599 image1837: "Post Office Reform; its Importance and Practicability" by Rowland Hill, book published by Charles Knight & Co., 22 Ludgate Street, London in 1837; from the personal collection of the Marquis of Clanricarde, Lord Derby, Postmaster General 1860-1866; with black on white ex libris label adhered to inside of cover. The book is complete with 104 pages including the appendix, rebound with spine in gold tooled red Morocco, in exceptional condition, an exquisite item, of immense historical importance and having a fine philatelic pedigree. Postal Notice headed "Notice to the Public“ dated 28 April 1840, advising of the issue of the new Postage Stamps and Stamped Paper, giving clear instructions on the correct methods of usage, under the imprint of W.L. Maberly. Furthermore under the imprint of Charles Pressly, Secretary, a tarif of prices for the sale of larger quantities of Stamped Paper (Mulready envelopes and lettersheets) and sheets of 1 d. and 2 d. labels containing 240 stamps for persons wishing to become Vendors of Stamps by obtaining Licenses. Trimmed with a few perimeter imperfections, a highly important document, one of only two such "Notices to the Public“ recorded relating to the introduction of prepaid postal stationery and the the world’s first adhesive stamps. 608 (*) image1840: Perkins Bacon engine-turned background Trial finally selected in 1840 for the Line Engraved 1 d. and 2 d. adhesive stamps, plate proof impression in black on India paper (143 x 225 mm). Originally designed for a central band for a specimen banknote Perkins Bacon had submitted to the Bank of England (circa 1822) with a view to obtaining the contract for printing the bank notes. This is the Proof printing actually illustrated in the Stanley Gibbons Specialised catalogue, November 2020, on page 60 Gi DP9a = £ 30'000. Note: The original 19th. century proof printings exist with various engraved markings outside the double frame line at top left (or bottom right): 'Page 123‘, '3‘ or without engraving. The earliest proof printings submitted to the Bank of England were without an engraved note. The proof printings with 'Page 123‘ (as offered here) is the 1827 published in London example from Transaction of the society for the encouragement of Arts, Manufactures and Commerce. This state of the printing plate was also used for the 6th. Edition of Thomas Joplin’s book "An Essay of the General Principles and Present Practices of banking in England and Scotland (1826). In later years, the engraving 'Page 123‘ was removed leaving only the '3‘ (of 123) visible. Thomas Joplin was was the Chief Officer of the Provincial Bank of Ireland and he ordered his plates from Perkins, Fairman and Heath (later renamed Perkins Bacon) beginning in 1820 (Image 1) (Image 2)
