Symbol: 251-53 var., 1913 Commemoration of the Return of Adrianople, Overprint error by omission, two sets of three values with each stamp the revaluation applied in 1914 and the "Star & Crescent" applied in 1916 (Isfila 691-93) but they lack the second surcharge in large numerals, NH, F-VF, originating in sheets set aside, these issues would not have circulated without this second surcharge and were not overprinted with the Ox-Head in 1917 (Image)
