1914 (Oct 28) stampless wrapper to Germany with German-pattern 'APIA' cds & superb strike of the very rare 'Stamps Not Available.' handstamp, no backstamps but apparently delivered to Cassel & redirected to Paderborn. A great rarity of Pacific Islands postal history & of the New Zealand Occupation of Samoa. From 5.9.1914 to 31.10.1914, mail to Germany was still forwarded. From 1.11.1914 until late in 1918, no mail to Germany was permitted. Jurgen Kilian Certificate (1985).
For the brief pre-embargo period of only 7 weeks, 27 covers to Germany have been recorded. Only three items have been recorded with this handstamp, all wrappers dated 28.10.14. This example was illustrated in the journal of the German Colonies Philatelic Society in Germany in 1998 at page 2494. We have no record of another example being offered at auction, including in the Jack Hughes and Volker Adler collections.
1914 commercial cover to Sydney endorsed "Via Pago Pago" (!) with GRI '½d' on 5pf pair - minor faults - tied German-type 'APIA/11.9.14/(SAMOA)' cds, manuscript "Passed by Censor/N.Z.E.F./HFH/Lt" in red crayon alongside, Sydney 'SP21' roller cancel arrival on back. Ex Jack Hughes: sold at auction in 2011 for $US1207. BPA Certificate (1978). [The first censor was Lieut HF Harlock, who probably was also the writer of the letter. Dick Burgess states the first 'Passed by Censor' h/s is known from 13.9.1914 and states "... covers are known censored in manuscript"]
